PROGRAMMES EXECUTED BY THE FISH LANDING REGULATORY DIVISION OF THE FISHERIES DEVELOPMENT AUTHORITY MALAYSIA

1. APPLICABLE LAWS
   Current and amended laws to provide authority for the Division officers. The Fish Landing Regulator executes the following duties:
   • Lembaga Kemajuan Ikan Malaysia Act, Act 49, 1971
   • Fish Marketing Regulations 2010 enforced on 9 April 2010
   • Lembaga Kemajuan Ikan Malaysia Act 1971, Lembaga Kemajuan Ikan Malaysia Methods (Fisheries Complex, Fisheries Harbor and Fish Landing Jetty) enforced on 9 April 2010.
   • Lembaga Kemajuan Ikan Malaysia Act 1971, Lembaga Kemajuan Ikan Malaysia Regulations 2010, enforced on 9 April 2010 (Recognition of Fish Landing Sites for Fish Exports to the European Union)
2. STANDARD OPERATING PROCEDURES – SOP AND GUIDELINES
   Standard Operating Procedures and guidelines provided by the Regulatory Division are as follows:-2.1 Standard Operating Procedures (SOP)
   • Standard Operating Procedures (SOP) for Approval and Official Certification of Fish Landing Sites for Food Supply Chain to the European Union.
   • Standard Operating Procedure (SOP) for Water and Ice Usage Monitoring in the European Union Food Supply Chain.
   • Standard Operating Procedures (SOP) for Freshness Index Inspection of Raw Fishery Products at the Fish Landing Site.

   2.2 Guidelines

   • Guidelines for Documentation Preparation on Standard Operating Procedures and Preparation of a Good Hygiene Practices Manual at the Fish landing Site
   • Guidelines for the Compliance Requirements by the European Union on Fish landing Sites
3. FISH LANDING SITES VERIFICATION3.1
   The LKIM Head Office Fish landing Regulatory Division has conducted visits and early verifications on LKIM Fish Landing Complex and other Fish Landing Jetties (Private) who have shown interest in exporting fishery products to the European Union.Among the complex and landing jetties are as follows:-

1. FOOD AND VETERINARY OFFICE (FVO) INSPECTION VISITThe FVO conducted an official visit to Malaysia on 25 April 2010 until 7 May 2010 to conduct inspections on the export requirements compliance to the European Union (EU) on all food chains for the fisheries sector.    As a whole, the FVO was satisfied with the commitment shown by private jetty owners as well as occupants of the Kuantan LKIM complex which is the Pahang Fishermen’s Association (PENERPA). The FVO was also satisfied with the duties and commitment implemented by the LKIM Head Office Fish Landing Regulatory Division as a ‘Competent Authority’ (CA) in approving fish landing sites for export to the European Union (EU).
