DIVISION’S OBJECTIVES

  1. Create fishermen’s associations that are strong, viable and sustainable.
  2. Mobilise the fishermens through the Fishermen’s Association to encourage involvement that will stimulate the fishery sector.
  3. Elevate the Fishermen’s Association as a marketing entity and play a key role in the fishery industry in addition to the welfare aspects.
  4. Strengthen commercialisation and informational programmes of the fishermen’s association as a prime mover in the fishery sector.
  5. Create a fishing community that is positive, progressive, cooperative, united and independent.
  6. Create fishing villages with clean and comfortable surroundings.
  7. Improve the level and quality of life of the fishermen community by active involvement of fishermen’s family members at all levels.

 

DIVISION’S CLIENT CHARTER

  1. Grant approvals for the Development Allocation Application presented by the Fishermen’s Association in 14 working days.
  2. Resolve all complaints and problems faced by the fishermen and the Fishermen’s Association within 3 working days.
  3. Grant approvals for e-Diesel/e-Petrol Smart Card Applications within 3 working days.
  4. Grant approvals for Fishermen Fund Loan Application submitted by fishermen and the Fishermen’s Association within 30 working days.
  5. Ensure all development allocations are spent in the current year.

 

SECTION’S TASKS
A. The Fishermen’s Association Section’s Tasks

i. Assist the Fishermen’s Association in planning economic activities to strengthen the Association.

ii. Monitor and regulate implemented economic projects such as aquaculture, agrotourism and other projects

iii. Assist the Fishermen’s Association in determining the viability of a future implemented projects

iv. Monitor monthly development projects and prepare yearly progress report for the Fishermen’s Association.

v. Assist in improving the management of the Fishermen’s Association towards a more efficient administration.

vi. Plan and implement courses/training for Board of Directors members and staff of the Fishermen’s Association.

vii. Process office equipment and facilities application aimed to strengthen the management of the Fishermen’s Association.

viii. Regulate execution of the State Farmers, Livestock Producers and Fishermen Day (HPPNN) and the National Farmers, Livestock Producers and Fishermen Day (HPPNK)

ix. Act as the secretariat for national Level Conventions, Nelayan Jaya Association Competitions, Nelayan jaya and Nelayan Muda Jaya
B. The Community Development Section’s Tasks

i. Plan and implement development programmes for fishermen families inclusive of the wife and children to encourage the formation of a prosperous fishermen community.

ii. Plan complete infrastructure facilities programmes in fishermen villages to facilitate fishermen activities being carried out.

iii. Plan and implement development programmes for fishermen villages including restoration of fishermen houses and create a systematic fishing village.

iv. Assist poor fishermen in obtaining modern equipments to increase income and in addition, striving to reduce poverty among the fishing community.

v. Modernise and transform fishermen associations to be more viable through economic activities to generate profit for its members.
C. The Fishermen Fund and Transformation Section’s Tasks

i. Plan and coordinate the requirements of the Fishermen Fund and Fishermen’s Association Economic Development Fund to facilitate all fishermen.

ii. Coordinate, manage, process and channel Fishermen Fund and Fishermen’s Association Economic Development Fund to execute economic projects.

iii. Monitor reports of project implementation and development as well as repayment progress.
D. The Fishermen Management Assistance Section’s Tasks

i. Plan, implement and coordinate implementation of subsidised diesel for the fishermen.

ii. Coordinate the requirements for sudsidised-diesel quota for the needs of the fishermen in executing fishing activities.

iii. Regulate and monitor Subsidised Diesel/Petrol Sales Centre.

iv. Manage, monitor and regulate assistance or incentives for target groups.

Functions of the PN Economic Development Unit

i. Assist Fishermen’s Association in planning economic activities to strengthen the association.

ii. Monitor and regulate implemented economic projects such as aquaculture, agrotourism and others.

iii. Assist the Fishermen’s Association in determining the viability of a future implemented projects.

iv. Monitor monthly development projects and prepare annual progress report for the Fishermen’s Association.

Functions of PN Management Monitoring

i. Assist in improving the management of the Fishermen’s Association towards a more efficient administration.

ii. Plan and implement courses/training for Board of Directors members and staff of the Fishermen’s Association.

iii. Process office equipments and facilities applications aimed to strengthen the management of the Fishermen’s Association.

iv. Regulate execution of the State Farmers, Livestock Producers and Fishermen Day (HPPNN) and the National Farmers, Livestock Producers and Fishermen Day (HPPNK)

v. Act as the secretariat for national Level Conventions, Nelayan Jaya Association Competitions, Nelayan jaya and Nelayan Muda Jaya.

Functions of the Fishermen’s Village and Housing Development Unit

i. Manage construction of new infrastructure facilities in fishermen villages in all Area Fishermen’s Association (PNK).

ii. Manage repair and upgrade work processes of infrastructure facilities in all Fishermen’s Association areas (PNK)

iii. Prepare reports pertaining development of basic facilities in fishermen villages

iv. Monitor usage of Citizen Well-being Development Scheme (SPKR) equipments across the nation.

v. Manage fishermen profiles of the Citizen Well-being Development Scheme (SPKR) across the nation.

vi. Manage and coordinate relocations of fishermen in Tok Bali Fishermen Village, Kelantan and Kuala Juru Fishermen Village, Pulau Pinang.

vii. Prepare guidelines and forms related to selection of participants of Tok Bali Fishermen Housings, Kelantan.

viii. Monitor evaluation and selection of participants of the Fishermen Relocation Programme across the state.

ix. Manage meeting calls related to Relocation projects of Fishermen across the nation.

x. Manage and coordinate allocations channelled by the Ministry of Rural and Regional Development (MRRD).

xi. Plan, monitor and regulate complete infrastructure facilities on jetties of the Economic Stimulation Projects II (PREII)

xii. Prepare guidelines for handover of maintenance and safety of jetties of the Economic Stimulation Projects II (PREII) to the area’s Fishermen’s Association (PNK).

xiii. Plan maintenance allocations for Economic Stimulation Projects II (PREII) jetties.

xiv. Prepare guidelines for the Desa Wawasan Nelayan (Fishermen’s Vision Village) Programme

xv. Create, monitor and coordinate the Desa Wawasan Nelayan (Fishermen’s Vision Village) Programme

Functions of the Community Development Unit

i. Plan fishermen community, women and youth development activities with focus on increasing income.

ii. Plan development programmes for childrens of fishermen families focusing on educational development.

iii. Guide the Kumpulan Wanita Nelayan (Women’s Fishermen Group) (KUNITA) and the Kumpulan Belia Nelayan (Youth’s Fishermen Group) (KUBENA) towards efficient management.

iv. Manage and regulate Kumpulan Wanita Nelayan (Women’s Fishermen Group) (KUNITA) Awards at the state and national levels.

v. Plan and regulate skills courses for Kumpulan Wanita Nelayan (Women’s Fishermen Group) (KUNITA) and the Kumpulan Belia Nelayan (Youth’s Fishermen Group) (KUBENA)

vi. Plan the publishing of the Kumpulan Wanita Nelayan (Women’s Fishermen Group) (KUNITA) magazine.

Functions of the Prosperity Development Unit

i. Manage, coordinate and monitor profiles of poor fishermen of the Azam Tani Programme

ii. Manage meeting calls related to the Azam Tani Programme.

iii. Manage, implement and regulate purchase and handover of equipments for the Azam Tani Programme

iv. Coordinate and monitor progress of the Azam Tani Programme.

v. Manage, coordinate and monitor the e-Kasih System for fishermen

vi. Identify and register poor fishermen under the e-Kasih system.

vii. Act as the meeting secretariat for the Anugerah Gerak Cemerlang (Excellence Movement Award) Programme.

viii. Organise and manage the Anugerah Gerak Cemerlang (Excellence Movement Award) Programme.

ix. Manage approvals for Social Contributions Scheme applications.

x. Prepare Expenditure Reports of the Social Contributions Scheme.

Functions of the Fishermen Transformation Unit

i. Coordinate Fishermen Transformation Programmes as well as receiving and evaluate applications for the Fishermen Transformation loan from individuals/corporations

ii. Coordinate Buy-back Scheme programmes, receiving and evaluating applications from successful participants to be approved by the Special Committee at the Headquarters Level.

iii. Process loan applications to be approved by the Special Committee at the Headquarters Level and channel the loan to successful participants via related PNKs

iv. Provide skills training for participants(fishermen) who acquired the Fishermen Transformation Loan using modern equipments to improve efficiency and productivity of participants

v. Coordinate and monitor implementation and progress of projects and repayment progress by participants.

Functions of the Funds Management Unit

i. Coordinate, manage and process Fishermen’s Fund loan facilities

ii. Monitor expenditure of approved allocations.

iii. Monitor and regulate progress implementation of Fishermen’s Association funded by the Fishermen’s Funds.

iv. Guide credit management of the Fishermen’s Association by providing guidance and advisory services.

v. Coordinate Fishermen’s Fund loan records.

vi. Act as the Committee Secretariat of the Headquarters Level LKIM Fishermen’s Funds.

Functions of the Repayment Monitoring and Regulating Unit

i. Monitor collection of repayments from participants of Fishermen’s Funds and Fishermen’s Association.

ii. Regulate repayment progress for Fishermen’s Funds.

iii. Coordinate and record reports from the Finance Division as well as monthly reports from Fishermen’s Association

iv. Update records of loan balance of participants of Fishermen’s Funds according to the reports received.

Functions of the Petrol Subsidy Management Unit

i. Coordinate registration of fishermen and vessels for e-Petrol implementation.

ii. Process applications of e-Petrol Smart Cards for fishermen according to the set terms

iii. Manage and coordinate reports on subsidised petrol implementation.

iv. Act as the Meeting Secretariat for the e-Petrol Implementation Committee.

v. Manage registration for Fishermen’s Subsidised Petrol Stations.

vi. Monitor and regulate the transaction of fishermen’s subsidised petrol

vii. onitor and control operations of Fishermen’s Subsidised Petrol Stations.

Functions of the Diesel Subsidy Management Unit

i. Coordinate registration of fishermen and vessels for e-Petrol implementation.

ii. Process applications of e-Petrol Smart Cards for fishermen according to the set terms

iii. Manage and coordinate reports on subsidised petrol implementation.

iv. Act as the Meeting Secretariat for the e-Petrol Implementation Committee.

v. Manage registration for Fishermen’s Subsidised Petrol Stations.

vi. Monitor and regulate retail of fishermen’s subsidised petrol.

vii. Monitor and control operations of Fishermen’s Subsidised Petrol Stations.

viii. Manage and resolve complaints by fishermen on e-Petrol implementations

ix. Review and approve repayment claims for fishermen’s subsidised petrol.

Functions of the Cost of Living Allowances Management Unit

i. Plan, implement and regulate fishermen registration application for the cost of living allowances payment programme.

ii. Collect and analyse information data before payment of fishermen cost of living allowances is approved.

iii. Monitor and evaluate applications of the fishermen cost of living allowances system.

iv. Provide briefing and information related to the payment of cost of living allowances to the fishermen at the regional and state level.

Functions of the PMN Division Support Services Unit

i. Provide support services assistance in all fields of management, administration and security to ensure all activities of the Community Development and Fishermen Institute Division can be carried out with excellence and quality.

ii. Ensure all logistics facilities of the Community Development and Fishermen Institution Division are always at an excellent level and safe to be used.

iii. Monitor all inventory, storage and disposal affairs of all capital assets of the Community Development and Fishermen Institution Division in line with the set provisions of law and regulations.
